A
project on Indira Awas Yojana was completed at the NIC District
Centre by a B.Tech. student from a college of Guru Gobind Singh Indraprastha University,
Delhi. The following is the Preface and Introduction of the report (submitted on Jul.15,
2005):
PREFACE
This
application is an attempt to make the use of the reward of using a web application in the
implementation of a scheme named Indira Awas Yojana that has been started years back by
Central Government. The implementation of such schemes requires a lot of effort and
efficient collection of data so that proper steps could be taken at proper time. This
application is a step up towards implementing the same scheme more efficiently by making
use of Information Technology and Web Application, this is called a Web Based
e-Governance Solution to Indira Awas Yojana. |

Title:-
Indira Awas Yojana - A Web Based e-Governance Solution.
Objective:-
To develop an application that makes use ASP programming using VB Script at front end and
SQL SERVER 2000 at the back end to monitor all the administrative aspects of Indira Awas
Yojana at Block as well as District level.
The monitoring requires the maintenance of records for all the beneficiaries at various
levels and generation of reports at Block or District level so that these results may be
compiled to generate reports at state level.
WEB BASED APPLICATION AND E-GOVERNANCE:-
In software engineering, a web application is an application delivered to users from a web
server over a network such as the World Wide Web or an intranet. Web applications are
popular due to the ubiquity of the web browser as a client. The ability to update and
maintain web applications without distributing and installing software on potentially
thousands of client computers is a key reason for their popularity..
Electronic Governance has emerged as one of the frontline applications to target people
and network technologies and to re-invent the way the government works. It is meant to
ensure better transparency and services to the public. This is the reason why we implement
e-governance.
It will change how beneficiaries relate to governments as much as it changes how people
relate to each other while implementing the scheme as IAY. E-Governance will allow
beneficiaries to communicate with government, participate in the governments'
policy-making and citizens to communicate each other. The e-Governance will truly allow
recipient to participate in the government decision-making process, reflect their true
needs and welfare by utilizing e-government as a tool.
E-Governance refers to the use by government agencies of information technologies (such as
Wide Area Networks, the Internet, and mobile computing) that have the ability to transform
relations with citizens, businesses, and other arms of government. These technologies can
serve a variety of different ends: better delivery of government services to citizens,
improved interactions with business and industry, citizen empowerment through access to
information, or more efficient government management. The resulting benefits can be less
corruption, increased transparency, greater convenience, revenue growth, and/or cost
reductions.
Traditionally, the interaction between a consumer or business and a government agency took
place in a government office. With emerging information and communication technologies it
is possible to locate service centers closer to the clients.
Reasons to implement e-governance merged with web application:-
- To get the
productive and efficient work from the people working at different levels.
- To reduce
corruption & differences among communities.
- To make
efficient use of resources & time.
- To make use
of latest technologies that make work sophisticated, easy and accurate, as in the current
project SQL SERVER 2000 and ASP has been implemented.
- To
strengthen the inner laws in the working system as the same application can be viewed by
multiple users and at different levels.
- Providing
greater access to government information.
- Promoting
civic engagement by enabling the public to interact with government officials.
- Providing
development opportunities, especially benefiting rural and traditionally underserved
communities.
Description:-
The application developed here is an attempt to implement e-Governance, at District as
well as at Block level in order to successfully implement the Centrally Sponsored Scheme,
Indira Awas Yojana. As explained in the section above as an introduction to Indira Awas
Yojana, the details of all the beneficiaries being affected by such scheme is relevant to
the levels above the basic levels where this information is collected from various such
levels and further processing is done to generate reports or to sanction money from Center
.There are various other needs for which such reports are necessary and in order to
fulfill such needs implementation of IT in Administrative field is a job of absolute
necessity.
